Combined Double Issue
with Energy & Security


IEER is joining Science for Democratic Action (until now a vehicle for discussion of US issues) with the English edition of our global newsletter, Energy and Security on an experimental basis. For several issues (at least), we will publish a single newsletter in English to present a unified view of the problems related to nuclear armaments and nuclear energy, the build-up of greenhouse gases in so far it related to energy use, and related environmental and security questions. As has been our policy in the past, we hope not only to shed light on the problems, but to also make a contribution to the public policy debate on their solution.

In the first joint issue, we attempted to (i) provide an overview of the technical options for an energy system that does not use nuclear energy or contribute to greenhouse gas build up, and (ii) critique the use nuclear energy as a "solution" to global warming, and the issues surrounding nuclear energy in general.

In this second joint issue (also a double issue of the newsletter), we examine the technical and other requirements for enduring nuclear disarmament; look at the relationship between deterrence and nuclear weapons proliferation; analyze the impact of new weapons technologies on global stability; and discuss the roots of nuclear testing by India and Pakistan. We also lay out a comprehensive, phased plan for taking all nuclear weapons off alert to speed progress towards disarmament and fulfillment of commitments in Article VI of the Nuclear Non-Proliferation Treaty.
